The Istanbul Internet Cafe Owners' Association has filed a criminal complaint with the Istanbul Chief Public Prosecutor's Office against the social media platform TikTok. The association stated that content featuring children under 18 poses serious risks to public safety and the best interests of children, and initiated legal proceedings demanding the platform be blocked in Turkey.

Emphasis on Child Safety and Public Order

The petition submitted to the prosecutor's office highlighted the widespread dissemination of violent, criminal, and socially damaging content involving children on TikTok. Association officials argued that such content poses serious risks not only individually but also societally. Furthermore, it was claimed that the platform's current content control mechanisms are insufficient and that an effective filtering system for protecting children is lacking.

Criticism of Algorithm and Age Verification

Another important point raised in the petition was TikTok's algorithmic structure. According to the association, the platform's algorithm makes risky and harmful content more visible to children with similar interests.

Furthermore, it was emphasized that age verification systems are not being operated effectively, preventive controls are insufficient, and this situation creates a breeding ground for children to encounter content that encourages crime and is harmful more frequently.

“This Is Not Just a Platform Issue”

Officials from the Istanbul Internet Cafe Owners' Association stated that the prepared file has been submitted to the Istanbul Chief Public Prosecutor's Office and that the legal aspects of the process will be closely followed. Officials underlined that the issue is not just a discussion specific to TikTok; it is a structural and public issue concerning the protection of children in the digital environment.

How Will the Process Proceed?

On the other hand, it is stated that the application does not directly mean an access ban on TikTok's operations in Turkey. It is indicated that the process will be shaped according to the prosecutor's assessment and possible administrative and legal steps.

With this development, the issues of content responsibility of social media platforms, algorithmic control, and child safety have once again become strongly debated in Turkey.
